🏡 Mortgage Rates Shift and So Does Buyer Activity: What This Means for Summer 2025

Even slight changes in mortgage rates are having a noticeable impact on the housing market this summer and buyers are paying attention.

During the week ending July 4, mortgage applications for home purchases jumped 9% compared to the previous week, according to a new report from the Mortgage Bankers Association (MBA). That’s a 25% increase over the same time last year, signaling that homebuyers are ready to act when opportunity strikes.

At the core of this activity is one key factor: lower mortgage rates at least temporarily. Buyers moved quickly to lock in the lowest rates in three months, even as broader market pressures continue to affect affordability.

What This Means for Buyers and Sellers

Mortgage applications are often a strong indicator of future homebuying activity. As rates fell, so did hesitation both from buyers entering the market and current homeowners looking to refinance.

“Home buyer demand is being fueled by increasing housing inventory and moderating home-price growth,” says Joel Kan, MBA’s deputy chief economist. In other words, while prices remain high in many areas, the pace of price growth is starting to ease, and more listings are hitting the market.

Refinance applications also surged, with activity up 56% compared to this time last year. That shows many existing homeowners are still rate-sensitive and looking to lower monthly payments when possible.
